Jay Clayton Confirmed DNI Despite Zero Intelligence Experience
The Senate voted 51-47 on July 28, 2026 to confirm Jay Clayton as Director of National Intelligence, installing a former Wall Street regulator with no prior intelligence experience at the top of the U.S. intelligence community. The vote was strictly party-line, with every Republican voting yes and every Democrat voting no.
Clayton came to the nomination as U.S. attorney for the Southern District of New York and former chairman of the Securities and Exchange Commission. Neither role involves intelligence collection, counterterrorism, or the 18 agencies the DNI is responsible for coordinating.
Trump Delayed Clayton’s Hearing to Install an Interim Pick First
Republicans had originally planned to confirm Clayton in June 2026. Trump paused that process so Bill Pulte, a former housing regulator, could serve as acting DNI for several weeks after Tulsi Gabbard resigned from the post.
Pulte drew bipartisan concern during his brief tenure. He was in charge when Trump gave a White House speech repeating false claims about the 2020 election and released classified documents Trump said supported those claims. Pulte also oversaw a significant downsizing of the Office of the Director of National Intelligence.

That figure matters because the ODNI serves as the coordinating hub for the entire U.S. intelligence enterprise. Cuts of that scale, made without transparency, leave a hole that a new director with no intelligence background will now have to manage.
Senator Wyden Named a Specific Concern: Election Integrity
Senator Ron Wyden of Oregon did not oppose Clayton on general grounds. He made a targeted argument.

Wyden’s concern centers on whether Clayton, confirmed with no independent power base in the intelligence community, will validate or amplify Trump’s false election claims through classified channels. Pulte’s tenure, in which the acting DNI’s office was used to release classified material to support those claims, established the pattern Wyden is warning about.

Call your senators at (202) 224-3121 and demand they request a public accounting of the ODNI staffing cuts. Ask their offices specifically: what positions were eliminated, which agencies lost coordination support, and whether a written report has been requested from Clayton’s office.

Contact the Senate Intelligence Committee directly. The committee has oversight authority over the DNI. Call the majority line at (202) 224-1700 and ask that Chairman Tom Cotton schedule a public confirmation hearing follow-up with Clayton within 90 days of his swearing-in.

Ask your representative to co-sponsor legislation requiring DNI nominees to have prior intelligence or national security experience. Call the House main line at (202) 225-3121. The ODNI has now had three consecutive leaders (Gabbard, Pulte, Clayton) with no intelligence background.

Track ODNI staffing through the Intelligence Community’s public reporting. The Office of the Director of National Intelligence publishes workforce data at dni.gov. Note any gaps between Pulte’s social media claims and official figures, and share discrepancies with your congressional representatives.
